Northwest Greensboro Neighborhoods Inside the City Limits: City Water, City Taxes and What Sold

Cardinal, Horse Pen Creek, Pleasant Ridge and the west side of Lake Jeanette sit next door to Oak Ridge and Summerfield but run on different rules. Here is how city water, city taxes and recent sale prices compare, with every figure sourced.

When people ask me about the northwest side of Greensboro, they usually mean one of two things: the neighborhoods inside the city limits along Horse Pen Creek Road, Pleasant Ridge Road, the Cardinal area and the west side of Lake Jeanette, or the towns just past them, Oak Ridge and Summerfield. They sit a few minutes apart on the map, but they run on different rules for water, sewer and taxes. This guide is about the first group, and it explains how the trade-offs compare with the towns so you can decide which side of the line fits you.

I'm not going to rank neighborhoods. Every figure below names its source and period, and where I couldn't verify something, I left it out.

What counts as Northwest Greensboro?

There's no official boundary. In my experience showing homes here, people use the name for the part of Greensboro north of Friendly Avenue and west of Battleground Avenue, out to where the city limits meet Oak Ridge and Summerfield. Most of it falls in ZIP codes 27410 and 27455.

  • The Horse Pen Creek Road corridor runs west from Battleground Avenue and has a mix of subdivisions built over several decades.
  • The Pleasant Ridge Road corridor reaches toward the Oak Ridge and Summerfield line, and city neighborhoods and county parcels sit close together there.
  • The Cardinal area is another name buyers bring up for this side of town. As with the others, confirm city-limit status parcel by parcel.
  • Lake Jeanette is a planned community on the north side, built around a lake, with an HOA. Its west side is the part people group with Northwest Greensboro.

One caution matters more than any other in this guide: a Greensboro mailing address or a 27410 ZIP code doesn't mean a home is inside the city limits. Several pockets in these ZIP codes are unincorporated Guilford County, and the services and tax rate change at that line. The reliable check is the property's tax rate code on the Guilford County tax record. Code 01 is the combined county-and-Greensboro rate.

Do Northwest Greensboro homes have city water and sewer?

Inside the city limits, yes. Homes there are generally on City of Greensboro water and sewer, and that's the biggest practical difference from most of Oak Ridge and Summerfield, where wells and septic systems are the norm.

The city's rates are public. According to the City of Greensboro Water Resources rate page, effective July 1, 2026, an inside-city residential customer with a standard 5/8-inch meter pays a $6.57 monthly water billing and availability fee and a $5.88 monthly sewer fee. On top of that comes water usage at $3.56 per unit for the first 3 units and $5.13 per unit for units 4 through 10, plus sewer at $5.70 per unit. One unit is 748 gallons.

Using those posted rates, a household that uses 5 units in a month (about 3,740 gallons) would pay about $27.51 for water and $34.38 for sewer, or $61.89 before stormwater and other line items. That's my arithmetic on the city's published rates, not a quote of anyone's bill.

The same rate page says customers outside the city limits pay about 2.5 times the in-city rate, and the outside-city residential water fee is $16.57 a month as of July 1, 2026. If you're comparing a city home with a county home that has city water, check which rate table applies.

Can a home just outside the city limits connect to Greensboro water?

Sometimes, but it's not automatic. The City of Greensboro's water and sewer development policy says properties in Growth Tier 1 are annexed into the city before they connect to city utilities. Outside Tier 1, service is generally limited to properties that can be annexed right away, with narrow exceptions such as economic development projects or a declared public health hazard for certain existing homes next to existing lines.

For a buyer, the takeaway is simple. If a home on the edge of Northwest Greensboro is on a well and septic today, don't assume city water is coming. Ask the city, and read the well and septic records the way you would in Summerfield or Oak Ridge.

How much are property taxes in Northwest Greensboro compared to Oak Ridge and Summerfield?

The Guilford County Tax Department's 2026–27 rate schedule (per $100 of assessed value) lays it out:

  • Greensboro, code 01: county 0.7895 plus city 0.7985, a combined 1.5880.
  • Oak Ridge, code 32: county plus town plus fire district, a combined 1.0036.
  • Summerfield, code 89: county plus town plus fire district, a combined 1.0214. Some Summerfield parcels carry other codes, so check the parcel.

On a home assessed at $500,000, those rates work out to about $7,940 a year in Greensboro, $5,018 in Oak Ridge and $5,107 in Summerfield. That's my arithmetic on the county's published rates. The Greensboro figure is about $2,922 a year higher than Oak Ridge on the same value.

The tax rate isn't the whole cost picture, though. The city rate pays for municipal services that town residents handle differently, and a well and septic system carry their own maintenance and inspection costs. When I walk buyers through this, I put the tax difference next to the utility and upkeep differences instead of looking at the rate alone.

Guilford County's most recent reappraisal took effect January 1, 2026, according to the county's reappraisal brochure. Assessed values on current tax records reflect that update, so use the county's current assessed value, not the list price, when you estimate a bill.

What have homes sold for in Northwest Greensboro?

Redfin publishes ZIP-level figures, which are the closest public match to this area. They include some homes outside the city limits, so treat them as a neighborhood-level picture, not a city-limits-only number. For the three months ending September 2026, per Redfin:

  • ZIP 27410: median sale price $385,887, up 4.2% from a year earlier, with a median of 39 days on market. Redfin counted 166 homes sold for September 2026.
  • ZIP 27455: median sale price $374,890, down 14.4% from a year earlier, with a median of 40 days on market. Redfin counted 110 homes sold for September 2026.
  • Greensboro citywide: median sale price $284,864, down 1.9% from a year earlier, with a median of 43 days on market. Redfin counted 787 homes sold for September 2026.

A ZIP-wide median mixes townhomes, older ranches and large newer homes, so it tells you the middle of the market, not what a particular street costs. I don't forecast prices. I can pull the recent closed sales on the streets you're considering so you're working from what actually sold.

Is there new construction in Northwest Greensboro?

There's some, though less than in Colfax or Stokesdale. On October 16, 2026, Redfin's new-homes page for ZIP 27410 showed 27 homes for sale. They included 2026-built homes on Lewiston Meadows Drive listed from $577,600 to $657,880 on lots of about 8,700 to 9,600 square feet, and Stanley Martin homes on Straw Hat Road with asking prices starting at $499,990, one of them on a 0.93-acre lot.

Asking prices change weekly, and a 27410 address doesn't tell you whether a new community is inside the city limits. Before you fall in love with a floor plan, ask the builder for the tax rate code, the water and sewer provider, and the HOA documents.

What parks and outdoor space are near Northwest Greensboro?

Bur-Mil Park is the anchor. Guilford County describes it as 250 acres next to Lake Brandt, at 5834 Bur-Mil Club Road (27410), with fishing and boating, picnic shelters, a Wildlife Education Center, a golf shop and driving range, event centers and an aquatic center. Lake Brandt and the city's other water-supply lakes are also nearby. If you want lake access from your own neighborhood, Lake Jeanette's HOA amenities are worth asking about directly.

Which schools serve Northwest Greensboro addresses?

School assignment in Guilford County Schools is by address, and lines here don't follow ZIP codes or neighborhood names. Use the GCS School Assignment Locator for any specific address, and use the NC School Report Cards for official information about a school. GCS has announced boundary changes for the coming years, so check the locator for the year you'd enroll, and don't rely on what a listing says.

How do I decide between Northwest Greensboro and the towns next door?

The questions I ask buyers are practical:

  • Do you want city water and sewer, or are you comfortable owning and maintaining a well and septic system?
  • How does a roughly 1.59 versus 1.00 combined tax rate fit your budget at the price you're considering?
  • Do you want a typical subdivision lot, or acreage, which is easier to find in Oak Ridge and Summerfield?
  • Is the home actually inside the city limits? Confirm the rate code before you write an offer.

I'm happy to talk this through by phone or text, even if you're just starting to compare. If you're relocating from out of state, reach out early. Sorting out city versus county and well versus city water is much easier before your first trip than during it. And if you know someone weighing this same decision, I'd be grateful for the referral.

Yes, the rates are lower. Per the Guilford County Tax Department for 2026–27, Oak Ridge (code 32) totals 1.0036 and Summerfield (code 89) totals 1.0214 per $100, compared with 1.5880 inside Greensboro. Most homes in those towns use wells and septic, which carry their own costs.
